S Pass Qualifying Criteria

MOM assesses the candidate’s fixed monthly salary against an age-based benchmark. Qualifications and experience are considered but are not standalone pass/fail tests. Figures below were checked against MOM’s S Pass eligibility page on 16 Oct 2026.

Salary Benchmark

Progressive Qualifying Salary

Current: minimum fixed monthly salary of S$3,300 (rising with age to S$4,800 at 45 and above), or S$3,800 in financial services (rising to S$5,650). Announced: for new applications from 1 Jan 2027, and renewals of passes expiring from 1 Jan 2028, the minimum rises to S$3,600 (up to S$5,100), or S$4,000 in financial services (up to S$5,650).

Qualifications

Qualifications (Optional to Declare)

MOM states that declaring qualifications is optional. If the employer does declare one, it must be authentic and awarded by an accredited institution listed in the application form; MOM may require verification.

Industry Experience

Relevant Technical Track Record

Practical work experience commensurate with the proposed role. Technical specialists and technicians must demonstrate direct operational competency aligned with the employer's Singapore SSIC business activities.

Dependency Ratio Ceiling (DRC) & Monthly Levies

Unlike the Employment Pass, your company's ability to hire S Pass holders is directly constrained by your local headcount and sector quotas.

Dependency Ratio Ceiling (Sub-DRC)

The S Pass sub-quota limits the proportion of foreign skilled workers relative to your company’s total workforce:

  • Services Sector: Maximum 10% of total workforce.
  • Manufacturing Sector: Maximum 15% of total workforce.
  • Construction & Process: Maximum 15% of total workforce.
  • Local Qualifying Salary (LQS): Local full-time employees must earn at least S$1,600/month (or S$800 for part-time) to count toward your quota denominator.

Monthly Employer Foreign Worker Levy

Employers must pay a monthly levy for each active S Pass holder via GIRO directly to the Ministry of Manpower:

  • Tier 1 Levy (up to 10% DRC): S$550 per month per worker.
  • Tier 2 Levy (between 10% and 15% DRC): S$650 per month per worker (applicable to Manufacturing, Construction, and Process sectors).
  • Levy Deductions: Auto-debited on the 17th of every month. Late payments incur financial penalties and revocation of quota.

Employer Statutory Obligations

Singapore law imposes specific welfare, medical insurance, and recruitment duties on employers of S Pass personnel.

🏥 Mandatory Medical Insurance

Employers must buy and maintain medical insurance with an annual claim limit of at least S$60,000 per worker, covering inpatient care, day surgery, and work-related hospitalisation.

📢 Fair Consideration Framework

Before lodging an S Pass application, employers must advertise the vacancy on MyCareersFuture (MCF) for at least 14 consecutive days, unless exempted (e.g., firms with fewer than 10 employees).

👨‍👩‍👧 Dependant Privileges

S Pass holders earning a fixed monthly salary of at least S$6,000 are eligible to sponsor legally married spouses and unmarried children under 21 on a Dependant's Pass (DP).

Does meeting the salary requirement guarantee an S Pass?

No. Candidate eligibility and the employer’s quota and other obligations also matter. MOM determines the outcome of an application.

What if I am renewing a pass or responding to a rejection?

Mention your current pass category, expiry date or decision date when enquiring. We will discuss the circumstances and confirm what support is available.

Can approval or a processing date be guaranteed?

No. MOM assesses applications and may request further information. Eligibility, processing and approval depend on the application and the rules in force.
